I don't even need to look to say no.
To reassure you a bit (and this may have changed), several seasons ago a few of us in DII/Upstate/Wooden had disastrous recruiting seasons. I gave a walk-on a scholly to get to 10 scholly players and avoid "practice penalty", another coach had 4 walk-ons. We compared notes at end of season and for 20/20 practice (O/D) the difference was about 1/3 letter grade on IQ--and was enough to convince me giving a scholly to a walk-on to avoid a practice penalty was foolish. Take the small hit this season and use the extra recruiting cash down the road.
