Does exceeding expectations or meeting expectations mean anything at the lower levels or is it just for D1?

It's just a feel good thing since no one can be fired at DIII or DII. However, at the DI level it takes on the full meaning.

Yeah it does have an impact for that I would guess.

I suppose it could give you a hint of what to expect promotion wise but the status rating itself would have no impact. Since it is basically a reflection of what kind of W-L record and what kind of NT success you have had, you could certainly say that your chances would not be good if you were rated Boosters Complaining. However, by earning a rating of Boosters Complaining you likely would not be eligible for many DI jobs anyway and would get beat out for any you were qualified for if any better applicant applied.
