I'm not trying to be flip here, but it sounds like you're pursuing a bad strategy based on unrealistic expectations. If "the bulk" of players fall short of their projections, then stop basing your plan on the expectation that they will.
I stopped paying attention to projections quite a while ago, because I realized the only ratings that truly matter are the current ratings – i.e., is this player ready to help me in the big leagues and, if not, when will he be? If he's not ready by age 23 or 24 but another owner thinks he's a future MLer, that guy is a good candidate to trade. In my experience, the best players are ready – or very close – by that age, so if it looks as if a player has more room to grow I assume he won't make it and flip him for someone younger and, hopefully, better.
You've got to react to what the game gives you instead of expecting it to conform to your expectations.
