Since thy aren't considered International why can't we scout them with Future stars? Anyone know...

because that was the way it was set up initially - what more of a why can there be - much as Puerto Rico is in some ways treated like part of the US and in some ways not in real life

no claim that it makes sense, it just is - I always just figured that it makes PR and Canada and Mex odd hybrids - in the sense that they are not at maximum distance like true internationals, but no FSS....Can and Mex come up with internationals....PR doesnt, but instead has its own search entry
