If you take over an open team in an HBD world, does the +/- 4 mil rule still apply? Seems to me that if you are taking over a disaster you should be able to start off with the budget strategy you want rather than having to spend 3-4 seasons fixing someone elses idiocy. But, just wondering....

Yes. Consider it a punishment for getting a free season and the ability to begin fixing the team early.

No, no. If it is an open team, as in the world rolled over and the team was abandoned. Not if you took over a team at like game 100 in an ongoing season.

Yeah, you're allowed to choose your team. You brought it on yourself.

You're not exactly stuck with the old budgets. The scouting and training/medical budgets all default back to $10m, from where you can go +/- $4m the first season.
