I typically search for players to pull down that meet certain minimums. When I have them all on my watch list, I add up the numbers and see which states have the most players on my list, those states I FSS. Then I rank the FSS'd players based on potential. I will also rank the non-FSS players, especially if they really excel in key areas regardless of potential. After that, everyone gets a phone call. The ones that give me the backup message stay on the list, the others are removed. From there I try to either pull down or wait for drop downs. I also check my own level recruits from scouted states, sometimes there are viable players that don't require a pulldown or would be ok backup options if everything else fails. I'll often get them to consider me by just offering a starting spot and a scholie. Since I plan to sign drop and pull downs, hopefully I can just withdraw the offer just prior to signings, assuming my primary choices are locked in...

Also, is now the right time to bring up the idea of targeting scouting evals? Its possible that we don't really want our scout to focus on the 7'0 center's speed and ball-handling without mentioning if he can rebound or post-up...

Yeah, I think this would be a nice add....instead of 4 random categories with a normal eval, you could get 1 or 2? categories with a targeted eval for the same price.

1 seems like too little and 2 seems like too much....maybe you should get 1 targeted category and 1 random as well?

I like this suggestion. I'd also be fine separating the types of evals - you can have the current random 4 or a targeted 1, random 1, lets coaches gamble if they see fit. I also don't see any reason we don't get offense and defense played in every single eval.
