The speed advantage of B is more than offset by the BH/P of A, who also has better ATH and IQ... So my answer is A!

If this is div 3 I would start B, as his spd advantage would be amzing. and his low DEF, BH, and P would all be covered up.

If this is div 2, than both players are avg players, so IQ is more important so I would go with A.
