Other owners can sign players that are designated for assignment if they are waived. So if you signed a waived player, then you pay the pro-rated full salary for the balance of the season and owe in full for any remaining years on the contract.
Players who were designated without waivers and then released -- they're no longer in the designation period, obviously, and the regular rule for released players applies.
