Pull/Drop Down Question Topic

This is something i've always wondered and may be a bit of a dumb question:
Sometimes with recruits from bigger states I send a scouting trip or two to gauge their skill level. So, I have two questions.
1) Does the cash I put into scouting trips (assuming it's not enough to pull him down) make him drop quicker to me? Or is it either a you pull him down or nothing scenario in terms of waiting time?
2) When that player does drop down is the amount of cash placed on the recruit from the prior scouting evals included into the recruit's interest?
Hope that all makes sense.

1. I always believed it is either he has been pulled down or nothing but I curious to see what others say
2. The prior scouting evals do have a value/effect on the recruit's interest once he has dropped or been pulled down

I am not at all sure that effort actually "Causes" the guy to come down earlier than he otherwise would. Some coaches think more effort does help, some do not.

The effort you put in does count against the recruit, so when he does "drop down", he could likely be considering you. So effort put in is not wasted (that is to say, after drop down he you are not starting at zero).

I find it hard to say: SInce I tend to do scouting trips in batches when trying to pull down, how many of those scouting trips occurred BEFORE he dropped down in a given cycle and how many AFTER; In other words, if I did ten scouting trips and two were enough to pull him down woudl be different then if eight were enough to pull him down?

I think I'll throw out my interpretation of what is a "dropdown" vs. "pulldown".

Assuming you're in D2 and the recruit originally shows up only on your D1 search; If you put in recruiting effort and he then appears up on your D2 search screen, he dropped down by himself. None of the effort you put in made him dropdown to your D2 search. Even though he may be considering you immediately after he drops a level.

Now if you put recruiting effort into the same recruit, and he begins considering you while still remaining on your D1 search, you have pulled him down to your team. The effort you put in had a direct effect on him considering you.

Now I have to see if I can make a guy "consider me", and be in the higher level search but not in my current level search
