A sinker is typically thrown with one finger (usually the middle finger) on a seam and the other finger (usually the pointer) off the seam. The difference in the pressure is what creates the sink.

The 2-seamer is thrown with both fingers on the seems, and the equal pressure creates the arm-side run.

At least that's how I was taught.

That said, his pitches are less than stellar, and the pitch type is purely cosmetic at this point as has been pointed out.

Some pitchers throw a 2-seam fastball as a sinker. Other pitchers throw a 2-seam fastball that is not a sinker. The sinker is a distinct pitch that is created based on how it is thrown. In other words, a sinker is a 2-seam fastball but a 2-seam fastball is not always a sinker. They are not the same pitch, sorry.
