I coach Colgate (DI) in Naismith. I've gone from D- to D and now D+. Will I see any real difference in recruiting at D+ vs. D? Will 3 star recruits take a legit look at me now? Thanks in advance for any help...

Yes! D+ is a clear move up from D/D-. Trust me on this. I have spent too many seasons navigating the far outposts of D-I. You will have a shot at some 3*'s. At least, in the old engine you could.
