Recruiting and No Response Topic

So I am recruiting right now and have never noticed a recruit taking my phone call and letter but not responding really. It probably has happened just didn't notice.

I sent the Phone Call and Letter as a feeler to see if he would be open to me recruiting him or not. He did take the phone call cause it still shows that I was deducted the money for it but I never got a response from it. So I am just wondering what people have thought about this? Are they usually somewhat open to  you or is it like the hang-up emails you get back saying you have no chance?
