kmason - check out Rails post above.  If you use his numbers, the multiplier is right on 1.44.

Well the thing is using the amount of money the C+ school spent with the effort they did the C+ school would've done 39 CVs not 35, remember in the OP he says "over 35 CVs." At 120 miles CVs are either $815 or 814 so with 40 CVs, a scholarship offer, and 2 promises the amount would be just over what was said to be spent so that's how I came to the 39 CV number. However there is definitely some effort missing because just using the #s stated it doesn't come out to the exact amount of money spent. I'm guessing there are scouting trips included that weren't mentioned, and probably some phone calls as well.

With 35 CVs the amount of effort with the 1.4 multiplier is about even however if it's in fact 39 CVs then the C+ school has a small edge.

just to throw a wrench in the works, i disagree with pretty much everything said in this thread. i would expect the c- school to win probably at 11am on the day after signings.

He signed 8 AM two days after signings (36 hours after signings).  I was on the guy from the get-go.  The other guy said he jumped in on the third cycle, although I didn't get a new scholarship email until 8AM on the 2nd day.
