I just joined a world and noticed on the schedule that there is a resign free agents period. Does this mean that we have an opportunity to sign our teams free agents before they go on the open market? Will they typically sign if you offer them what they are requesting?

Yes, just like in RL, the former team has first crack at them. Whether they will re-sign depends on the message they have. If they're just looking to get paid, they're testing the open market. If it saying something like I'm willing to stay or the equivalent, then they will re-sign if you meet asking price.

So if my guy says he is testing FA, then I have no shot no matter how much I offer?  This stinks because I really wanted to build around the player....

If he's intent on testing the market, he won't sign with you during the exclusive period. You can always sign him once he can negotiate with everyone. The small loyalty bonus afforded former franchises gives you a small leg up, especially if he's the type of player that may command a max deal.

He's a 30 yo 6 time all start and two time Cy young winner.  It is going to get ugly.  I just took over the worst team in the league and this guy is going to command money that may not be worth it for me.  I wanted to resign him and build around him or trade him for top prospects.  I was not expecting this....lol.
