I don't think the process of recruiting between WIS and RL can really be compared.
I think the local team has too much of a money advantage.
What I think they could do is make the cost much closer regardless of distance ... and have the recruits that balance between these:
"wants to play close to home", "wants to play for a great team", "wants playing time", "does not care about distance at all"
maybe some more categories...
I mean, there are some guys who grow up in Kentucky or North Carolina, and if the home team offers a scholly. they are taking it no matter what. The home team money advantage is good for this kind of player. There are others like Terrance Jones. Local means nothing .. they want a big time program. Prestige means everything to them.
Not sure how we take it into account, but there needs to be some variance in this IMHO.
You would kill DI Hawaii if this came to be. Hawaii is unique among all DI schools for the following reasons and needs that local advantage.
First, my program is a welfare state. No other DI school depends more on recruiting money generated by other conference mates. If it wasn't for the likes of UCLA, Stanford, Arizona, etc making deep NT runs each season, I would have no recruiting budget at all. Hawaii loves the Pac-10 because I need them a lot more than they need me.
Second, I have only two recruiting distances - under 100 miles and over 3000 miles. A recruit out of California might as well be out of Cambodia because it would cost me the same. Even a geographically unfortunate school like Arizona can go 300-500 miles out and tap into Cal or Texas markets. If I go anywhere outside 100 miles, all I will get is wet, unless whales begin to develop serious basketball skillz. Without a local advantage for the 4-8 recruits the islands produce each year, Hawaii would not be able to compete.
Finally, a natural equilibrium develops between the Hawaii coach and the rest of the Pac-10. While it is never spoken, there is an understanding that island recruits are mine, West Coast recruits are yours and Internationals are fair game to anyone. I could go after an Oregon recruit or visa-versa, but we would both waste our budgets for no reason, considering the west has a limited number of quality recruits anyway. It's the only recruiting strategy Hawaii has.
Remove the local team money advantage and you might as well drop Hawaii-Manoa back to DII.
