Why didn't I get a 1/4 of my money after recruiting was over? I had about 3500 left. This isn't the first time it's happened to me and I'm sure it's not a glitch. Is it because I have one open scholarship?

Yes.  You get 0 carryover when you don't fill all of your spots.
