Has the AI logic changed recently regarding filling coaching vacancies at the end of coach hiring?

Would someone please remind me what has to happen for example for an unsigned ML hitting coach to fall all the way down to a RL Hitting Coach vacancy?

If i understand how the process has worked recently when i tried it, ML, AAA, AA, HiA and LoA need to be filled out. But i'm sure someone will correct that.
