This is a good idea that's been on the agenda for years. The sticking point is how to implement the settings page to allow for enough control for a coach without becoming too complex. Definitely something to pursue though.
IMHO, just as coaches can select either a fatigue (default option) or minutes based substitution package, in the settings page coaches could be allowed to select between either a default option (like the standard overall depth chart currently used) or situational line-ups.
Also, to minimize complexity for both the coaches and the system, in the situation a coach does not and/or chooses not to set any preferences for a specific scenerio that requires a player higherarchy, the sim could simply rely upon the standard overall depth chart to make personnel decisions. This would allow coaches using the advanced situational depth chart to have a fallback option, as well as the ability to abstain from making decisions concerning certain scenerios (for whatever reason a coach would chose to do so).
A system similar to this would allows users the freedom to (i) maintain their current level of involvement, (ii) take a more active role in their team, or (iii) take very detailed control of their team.
