I offered my questionable first round draft pick his initial demands which he eventually rejected.  Now he would sign for a higher amount, but I don't have enough left in my prospect budget to offer the higher amount.  Will I still get a Type D pick next season?

Yes, as long as you offered him his original demands.

Same scenario.

My pick rejected the contract offer - which matched his initial demands. And he countered with a much large number. If I don't offer the higher amount will I still get the type d pick next year?

The pick is not supplemental - but it was compensation for a type A FA.
