From everything I have heard and experienced, playing a plus defense increases fouls. Basically you are telling your men to play up and tight on the opposing team all over the court. Playing a minus defense should help with the fouls. Playing uptempo also increases fouls by increasing possessions. As long as the other team doesn't throw up a 3-pointer every other shot, you should be able to reduce fouls be playing a -2 to -4 defense and slowdown offense. Probably better to go -2 or -3 slowdown for now then try something lower against a crappy Sim AI team.
As for your IQs and ratings, I think they are high enough that you shouldn't be having this many issues. I was trying to find any other answers but it looks like the servers went down again.
Unless something was changed in the new engine, this is backwards. Playing a plus defense is the one that decreases fouls and a minus increases them. Now I say that from the info that was put out, but that was a long time ago and may have changed.
The former admin of HD, Tarek Kamil (who also was the one that made the game) told us that a minus defense caused more fouls because you had so many hands and bodies in a smaller area that there was much more chance of contact being made. He also said that a plus defense helped to reduce fouls because the defenders were much more spread out and the likelihood of contact was lessened greatly.
Now, as I said, that info was put out to us but it was soooo long ago that it might have been changed, especially with the new engine. I will say however, that I still follow that info and I still believe it to be correct based on the results I see.

Fouls are normally related to a player's defensive IQ, defense rating, speed, and athleticism. On top of that, you'll have more fouls if you are pressing and/or playing your defense inside or double-teaming. To get them to reduce their fouling, you'll need to increase those ratings by spending more time on team defensive practice (IQ), footwork (defense), conditioning (speed/athleticism). Turnovers are similar - you'll need to practice team offense (IQ), passing and ball handling.
