Why would someone with 4 ML years of service be asking for a one-year contract for $4 million, when I can arb him for $2 million?  why would a team just not arb him?

Sounds rhetorical to me.

The only drawback is if you've arb'ed him too much, and thus will not resign with you afterwards.

So if I arb him first 2 years, giving what he wants, I may not have a chance to sign him next year, but I would if I sign him to a one-year contract?

In theory.  Or, in all likelihood, you can sign him to additional years right now.
