this is simply untrue. Sims often put in all their effort at once, early, so are often earning an early entrant credit that can carry them past the competition.
The "don't spend more money" part is true, but you do have a point.  

I believe that considering credit doesn't start building until Day 2, but if you wait until late to start recruiting a Sim guy, you will see the considering credit effect you describe.
