Yes - fielding grade is based on fielding percent, while range is based on rf/g...throwing arm is not included in the mix.  I think former Twin Bob Gorinski was a little better in RF than Clemente, but it's close.
Clemente no doubt gets an edge on other RF because he had the whole package as a ballplayer-- and on top of that he had a flair for the dramatic in big games, and a style all his own.  Still, he was a terrrific defensive outfielder, much better than his SIM ratings.

Definately RCs reputation far exceeds his sim ratings...true of Tony Oliva, too

Range Factor or Relative Range Factor is definately a very flawed statistic as it doesn't consider the influence of pitching (other than Ks) on putouts.  I know the groundballiness of Cardinal pitching in the early to mid 2000s hurt Jim Edmonds RRF stats while at the same time inflating the RRF of guys like David Eckstein.  I don't know about Clemente specifically but if the Pirates had a staff more inclined to produce ground outs than fly outs his RRF may have suffered.

There is no logic to explain the 2002 Erstad.  He played 5 games, 8.1 innings and he made 9 putouts. 

His rf/g = 1.80, which should make him a "D-" based upon how they're rating other players.

His rf/9 = 9.72, which should make him a "C+" if they based range on innings instead of games...yet SIM gives him a 15.04 range factor, which appears to be a made up number.

I sent in a ticket asking them to explain Erstad...we'll see what they say.

I got a response back to my ticket....essentially, they said that since Erstad was such a great outfielder who played less than 20 games at 1B, and since 1B is down the hierarchy from OF,  they made him an A+/A+ firstbaseman - not based on his actual stats at 1B, just his stats in OF.

They didn't respond to why Garrett Anderson has 1B ratings even though he's never played at 1B in his career.

Not a bad thought - it would allow for the 'common knowledge' that Clemente was a great defensive OF despite his stats - but how do you account for all fielders over the entire course of SIM baseball history?  What's the scouting report on Pete Childs, for example?

I still say completely scrap the arbitrary letter grade system and list each player's actual FP/RRF at their positions.  If there is a less than 20 game penalty at a position, apply the penalty to their FP/RRF and put a * by it indicating it is adjusted with the penalty.  Once you have everyone's stats, then price everyone by those stats and go from there. 

That way you can see the true difference between a player who is A/A+ (.980/3.25) and a player is who is A/A+ (.990/2.90) up front, and each will be priced appropirately by their real stats.
