There are two things wrong with this event notice:
"You're running out of time! Coach negotiations conclude during this cycle and open positions will be automatically filled with the bottom of the barrel (sometime around 3:00 PM EST). Unsigned coaches may retire or return for next year's coaching pool. Click here to complete your coaching staff."
Can you notice them?
OK, I'll give them to you. First, WIS appears to use EST as an abbreviation for "Eastern Time" rather than "Eastern Standard Time" which may confuse people who do not use any variation of daylight savings time (Arizona, to give one example, does not use DST, which means cycles occur at 1am/9am/7pm eight months per year and midnight/8am/6pm the other four. Players outside of North America are even more liable to get cycle times wrong.) The correct abbreviation for the majority of the year is EDT, for "Eastern Daylight Time". A fix would be to give the number of hours until the given event occurs by using some simple JavaScript.
Second, it was 4:25 EDT (3:25 EST) when I checked World Office and found the notice. Thankfully, all my coaches were already hired. To prevent negative numbers of hours, this may need a fix as well.
