Is "overall talent" based on current ratings?    Projected ratings?  If it's projected ratings, whose projections?

I'm pretty sure it's current.  Which, of course, makes it a tanker heaven.  Keep your BL team low on talent and your stud prospects will still be developing.   Which means, of course, that you're continually picking early until those studs become too good.   But it won't matter because you'll be loaded.   Additionally, it would be wise to seek out crappy prospects to compliment your studs to keep your overall level talent level down.

The problem with this is that a team could actually have a juggernaut ML team, a farm system full of top tier prospects, and still get high draft picks. All they would have to do is surround the good prospects with tryout camp pitchers and low level draft picks.

I would honestly rather have the draft order be completely random.

I've suggested 20-11, 1-10.  I thnk it completely kills the desire to tank.   Of course, you'll have owners gaming the system in an effort to be first team to miss the playoffs, which would be retarded, but it's better than 30 win teams.

There would be a race to the bottom.  I would never sign a 2-10 round pick because they often project into the 60's.  So  my minors would be all studs (hopefully) and the worst other players I could find.  In fact, there would likely be a premium on guys who project out under 40.  After a few seasons, most teams would draft the same way and we would have no minor league SS or skilled players besides future big leaguers.  Also, I could see a scenario were teams were reluctant to sign minor leaguers for fear that they would lower there draft pick.  Finally, WIS's over all ratings are not very accurate and I would hate to see bad teams with high overalls always draft late.

The purpose of the draft is to help spread out the incoming talent pool such that the teams with the greatest needs get to pick before the teams with lesser needs.  It's an attempt to narrow the gap between the good and bad teams.

Conceptually, this is a great idea in that it directly addresses that goal.  Much better than basing it off previous season's major league W/L record.

However, from a practical standpoint, I think it would be extremely difficult to come up with an implementation that (a) works fairly and as intended, and (b) cannot be gamed/exploited, for all the reasons stated above and probably a handful of other reasons we haven't thought of yet.
