Is it possible to redshirt an ineligible player and have them play for 4 years?

No, because that would give them a total of 6 seasons.

So, if they are ineligible, do they still play 4 years? I thought it meant they missed their freshman season.

Yeah they do. They play as a SO, JR, SR, and then 5th year SR if they come back for it/qualify for it based on GPA.
