have the assistant coach send the "Player thoughts" email immediately when you start at a new school so you know the potentials of your players at the school (that way you know who to cut)

or if you dont want to/cant accelerate the process for getting the CURRENT season player thoughts, why not just send to the new coach the PRIOR season's player thoughts email - with a cute note from the assistant -

I was cleaning out my office, er, I mean, your new office and found some old reports that I thought you might find useful.  Here' s an internal scouting report from early last season.  I'll pass along anything else useful that I find.
