There is currently a D2 team with B- prestige that he's considering. Is it common to have dropdowns even though he's getting interest from D2?

If you've scouted take a look at the Word on the Street.  Could be listed as "not sold" or "keeping his options open".

It probably means the D2 team did the minimum to get on his consider list.     Take a look at how many openings they have and how many guys are considering them.  There could be an opening to steal him away.  But proceed at your own risk.  If they've only spent the minimal amount to be considered doesn't mean they can't spend a whole lot more if challenged by another team.

I don't really want the player. I'm just surprised that he dropped down since the d2 team put in effort in cycle 2 on day 1.

Another question. If a d2 player tells me I'm his backup, meaning he can be pulled down. If no D2 school show any interest, will the player eventually drop down?

Some do, some don't. There is no guarantee. I think it may have something to do with your prestige, the number of players already at his position on your team, and how good the player is but I don't know for sure.

Another question. Suppose a D3 team pulled down a D2 player that I'm interested in, can the player still dropdown to me since I have better prestige than him, or do I need to do the 10-15 scouting trips to pull him down as well?

I think in that case the guy won't drop down.  But I'll refer you to the recent thread concerning avoiding battles in D3.

Players often drop when they are considering somebody else because that school put in the minimum effort.
