Both have flaws, but I would take #2. With below-average ATH, SPD, LP and PER, #1 won't be able to score for you at all. #2 will score, esp once you get the SPD and LP higher. In fact, he may also be usable as a backup guard once the PASS gets higher. His WE is certainly low, but it's not disastrous.
One caveat - it also depends on who else you have at SF. If you take #1, you pretty much have to pair him with someone who can score. If you take #2, you have to pair him with a rebounder.
