when does the type A/B free agent need to sign by for the former team to receive draft pick compensation?

I believe that it is before the prospects list come out. Somebody correct me if I am wrong.

If you get a supplemental pick as compensation, what happens if the guy you draft with it refuses to sign? Do you get a "type D" pick in that slot next season, or do you lose it?

1) K26 is correct.
2) You lose it; no compensation for failure to sign a supplemental.

No, can't lose comp picks.  You can only lose your original picks.

You'd lose your true second rounder, then your third, and so on.
