Can anyone explain the PER rating used in player analysis? What is a good rating for minute, per 40 mintues for both OFF. & DEF?

Are you referring to perimeter (i don't think so) or John Hollinger's PER metric stat?

John Hollinger's PER metric stat. I am looking for a baseline for the ratio of my players so i can decide certain things.
