Does WIS use the same logic as MLB?  If a tie in overall record the team with the lowest 2 year win total has the higher pick?

I believe it uses the same logic as the playoff tiebreakers.

Location : GM's Office - Player Development

General Description - From this page, you may view the order of selection for the upcoming draft. Draft order is based on the previous season's regular season winning percentage. The worst team gets the first pick. If multiple teams have the same winning percentage, the tiebreaker is run differential then runs scored then coin flip. In season 1, the order is based on the average overall rating of your entire organization.
