I believe that WIS has a rule requiring a minimum number of new owners to open a new world. That's probably a lousy rule - new players are the onesmost likely to quit, especially if thrown into a world full of experienced veterans that may either try to take advantage of them or are unwilling to help new players learn (and if that is what happened to these new owners, then the other owners in these new worlds have no right to complain about the number of openings - you scared them off, now sit and wait).
I would note that there really aren't a ton of openings out there at the moment all things considered (assuming you ignore the existenmce of John Kruk), and I would bet the world could fill in a week or two.
