How do you go about increasing your offer to minor league free agents prior to the start of a season?  During the free agent process, I often get a message like this:

"It’s no secret my client wants to play for you, but he’s got needs, expensive needs; and other teams are offering more money. Come back with a stronger offer and let’s see if we can’t make this work."

I was under the impression you can't increase the salary of a minor leaguer?  If so, how do you go about doing it?
