from my experiences the local 60-70 mile distance indicates a recruit willing to be recruited by the top A+ programs in your division, will also be open to your recruiting, as a backup option irregardless of your prestige.  But you still would have the prestige disadvantage if you get involved in a recruiting battle.

I've recruited with a D2-C level prestige and have been able to sign the top ranked recruit signed by any D2 team.   ie.. a recruit ranked #100 lists you as a backup even though other non-locals ranked #150 won't even answer your calls.
