I went back and did a search on low control pitchers succeeding in the ML, and it seems like its possible.  I would like some opinions on this player:

Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Garland Alston

His control is being projected at a 62.  I am operating with the assumption that he will make it to a minimum of 50 max of 60. 

I play in Detroit, and am a big believer in having a solid defensive team.  I am projecting him to be somewhere between my #1 and #3 starter in three years.  Career ERA under 4.00.  Does this seem feasible?

This comes up because a vet just suggested that Alston would be a AAA flameout or a #5 starter at best.  Considering he was trying to trade me for him it seems like he was just upset that I turned down the deal, but I am curious on peoples take on a player like this.

If you already drafted him #3 overall, I think we know your position on him.

To answer your question more generally, I've had pitchers with control in the 40s be useful ML arms.  62 isn't all that bad.

Those pitches are great. Assuming he comes a couple pts short at each rating, I'd say sub 4ERA for sure. Millwood is a good comparison. I don't know about a 3.4ERA but definitly 3-something.

I agree. His control won't hurt him THAT much, he's a solid pitcher. Whoever the 'vet' was that said that was just butthurt about the trade.

Pitching in Huntington.  Pretty good in a hitter's park with a good D.
