I've noticed almost all minore league injuries come to players at 97% or less.   I check my minor league player fatigue and de-activate anyone of note lower than 98%.

You can still get significant playing time at 98%.

One of my top prospects in one of my worlds.  19 years old.  Durability of only 61 (projected to mid-80's).  He still got 476 plate appearances over a full minor league season while playing only a small handful of games at less than 98%.

isack-- I'm not saying I'm right on this particular issues. I'm about 10 player-seasons into letting them run a bit lower and I have not had a prospect get hurt... but that's not really that large of a sample.

Second, the gap between projections and current at time of acquisition depends heavily on scouting budget, and on what projections you see.

All that said, internationals signed at the age of 19 gain fewer points before they stop gaining that do JuCo draftees signed at the age of 19.  This gap is more pronounced between intls signed at the age of 20 and JuCos drafted at the age of 20, and intls signed at the age of 21 gain very few points at all. 

By definition, of course, you see this in the projections, more validly if you spend more; otherwise scouting would be worthless.  But the growth gap, no matter what you spend on scouting and therefore what projections you see, is HUGE. 
So you're saying pass on all of international FA's that my scout finds?
