"Pulldown" means you're trying to recruit someone who is still listed as one level above yours in your recruiting search. So, for example, a D3 team trying to recruit someone who shows up on their D2 recruiting search. The key with pulldowns is finding out which target recruits are going to be at all receptive to your efforts, so that you don't waste money on guys one level up from you who will never consider you no matter how much effort you put in. Pulldowns are a really important way to get better recruits when you're at D3, but it can also be costly if you do it wrong. "Straight up" means they're already showing up at your level in recruiting search, so "pulling them down" isn't necessary.
