Yes, a 5-star will talk to you. No, I don't think you have much of a chance of getting him. It would be really surprising if he didn't attract attention from A/A+ schools in the area, and you'd have to outspend them by more than 2-to-1 to even have a chance, and probably significantly more than 2-to-1. (As an aside, conference prestige does not play a role here.)

Very little hope.  I am sure local A prestige team would like him and rough rough guess is that A vs. C+ means that you need to spend around 2.5times as much.   I'm sure some A team will be willing to get him if he is any good for $40k.
