In the last update posted on 11/15/2010 they included this:

 

• We’ve added a new World Content subject called “Top Tools”. This is a breakdown of players at the ML level with the best abilities in a specific category. Some categories include Best Starting Pitcher, Best Outfield Arm, and Best Power.

In the 3 worlds I am in I have not seen this yet.  Anybody have any information about it?

I've questioned this too. Have not seen any in my leagues as yet.

It comes up on the team front page under the standings a few times per season - where they announce big international signings, player of the week, big games by players, etc. 

Nobody claims to have ever actually seen one.

Today we got our first in world Rickey:

It would be far more valuable as a sortable stat, along with all of the other stats if they put it in the trade search location. Instead of having to search only by position and then you only see the best OVR rated or whatever,

Not to get off subject too much, but basically I find the trade search feature mostly useless in its current format.
