I used to set my BC to never argue and ignored strategy as well, but that was before I realized you can get a half-inning bump from getting ejected, so now I have it set to 5. It's still pretty easy to find BCs in the minors with decent strategy that are good in the other ratings. I definitely never pay more than the minimum for a BC though. There's no reason to resign a BC ever, since they always ask for a market price of 1.5m+.
