It should actually never happen, it's impossible for a foul to happen with 0 time left, for the final second in the PbP there really needs to be tenths of a second.
I believe this to be false. If a player hits a shot with no time remaining on the clock and is fouled on the shot, there would be no time on the clock and he still gets to shoot the FT's. Same as end of half when you see a guy fouled heaving a half court shot and time expires, he still gets to shoot the free throws with no time on the clock. You can foul after time has expired.
