Each minor league roster is to have 25 active?  If a player can play multiple positions can he be assigned to any gap as needed, or do you have to have each position filled by a preferred?

Also, does the admin warn you if you rosters are still screwed up before the first regular season game?

Each minor league roster can have *up to* 25 active, but it is not required. You can have as few as 20 active if you choose. Below 20 active and your ability to make moves is restricted. A full 25-man active roster is much better to manage fatigue though.

You need not have a position player designated at each position, but the AI wll do some really funky things to fill gaps if you don't do it yourself.

There is no warning if your minor league rosters are not filled out/screwed up.

For fatigue issues and since minors use a DH you can get away with 11 guys active as position players and 14 pitchers.  I have found that even at that level I still have to have some additional pitchers on the inactive list to cover pitcher fatigue. 

Some owners don't worry about the minors, I personally try to cover every level every day.  I really only takes about 3 to 4 minutes to set your pitchers and rest whom you need to.  The biggest thing to consider is that you have a balanced amount of starters long relievers and short relievers. If you have specific questions, use a mentor, they are pretty darn good.

Also for competition reasons most leagues require 2 catchers at each level.  So that allows a defensive, multi position guy to by your final position player.  I find that I have Low A and Hi A at about 30 players total most of the season. (active and inactive) not accounting for injuries.
