Will this change effect all players or just the new recruits being generated? Also, I picked up a Juco 3 player this past recruiting period who only has 2 seasons to reach his potential. Will this change slow his rate to a point where he can no longer reach that potential?

It will impact all players who have potential. Improvement is not based on how many years they have .
