Have a deeper draft pool and IFA. You should be able to get guys who can contribute in the 13th+ round. Look at Albert Pujols. 
Incentives and vesting options would be nice.

deferred payments would never work.  Are you going to hit up a coach 10 seasons from now w/ a $20 mil obligation?

You don't get an Albert Pujols, Roy Oswalt, Mike Piazza, etc in the later rounds of HBD, but then again you don't get the Ty Howington's, Brian Tylers or David Espinoza's either.  How are those last 3 guys?  My point exactly, when you draft a guy in the 1st round, as long as you have reasonable projections, you know what that guy is going to become baring a series of injuries or terrible development plan.  You don't get the late draft surprise, but you don't really get the draft busts either.

If anything, I'd continue to tweak the DiTR system further to provide the occasional Roy Oswalt type who was a mid round draftee and becomes a legit major leaguer.  Perhaps increase their current skill set sharply, as well as their future projections.  It would also give people incentive to sign their mid to late round picks hoping to get the occasional player like that, rather than passing on signing the back end of their draft and running their rookie league and low A teams on the minimums.

If I can get BL players into the 13th round, I budget 0 in HS/College scouting.    With 400 BL players in each draft, I can throw a dart blindfolded and hit a target or 5.

What people fail to realize when they ask for more good players is that they water down the value of good players.   If everyone has a team full of 85s, there's no value in an 83 and the 87 has been devalued because he's only two points better than the average player.
