I don't see any way that over-budget waiver claims can be solved post-deadline. The best solution is to not inform owners whether they were revocable until the claim, and void a non-revocable over-budget claim by giving him to the next guy in line.

Cash and salary can be traded back.   So, if you want, you can make room.   Used to be "no cap space, no claim" until people complained.
