He is being called up this year after 25 games to push back his arb. I'd like to use him as SP. Any idea on target PC, max PC and pull setting?

He's a LRA or SUA.  If LR, 60/75 tpc/mpc, if SU, 25/35 tpc/mpc, pull rating of 1 or 2 for both.  You can use him as a starter, but you'd better have a good bullpen, because his stamina is too low to pitch past the 4th inning.  Also, if you use him as a starter, he'll have a stat line with an era of 2ish and whip of 1ish, .230 oav, 0 wins, 7-8 losses, because he can't pitch long enough into games to qualify for the W.  Too bad about that gbfb rating, but he's probably skilled enough otherwise for it not to matter.  I would guess that he would give up some hrs in some inopportune times if used as a setup guy or closer.

I disagree.  He can be used as a SP.  I'd set his PC at 55-60 and expect him to pitch every 4th day.   Pull setting is unimportant in his case because he looks like he'll be very effective.   However, as shobob said, he's likely to give you 4 innings with each outing.   That means you will have to have a solid bullpen but he will pitch 4 pretty good innings and I'd rather have them in a 0-0 game.  I'd want him getting as many innings as possible and the best way to ensure that is to start him.

You can but that requires a good bit of adjusting.   You could probably use one as SP1 and the other as SP4 while rotating them into long relief.  But that sounds like a lot of adjusting also.   I feel when  a pitcher can give me 140-160 very good innings, I don't want to use him for 110. 

He can throw 65 pitches every 4th day. 170innings.
