Yes, you can accomplish the same effect because the distro is relative. If Player X has a distro of 5 and is on the court the same time as four guys with a total distro of 45, then player X has a 5/50 = 10% chance of taking the shot. This is identical to the situation if Player X had a distro of 10 on the court with four guys totalling 90 distro. The more points you allocate total to your team, the finer you can tweak the balance. I personally, go for the maximum tweakage, using all 100 points because it seems like over the course of the season, I make little adjustments here and there, some of which can be pretty fine by the time it gets to the end of the season.
The thing I came to understand is that if you want to truly know how your distro is working in actual games, you need to see which combination of players are on the court together. Like, for instance you might have a starting PG with a distro of 10 who is hardly getting any shots up because he is on the court all the time with a SG who has a distro of 25. But, your backup PG is getting a higher rate of shots up with only a distro of 5, because he is playing most of the time next to a SG who has a distro of 0.
