So, when roster expansion time comes, you can move 15 minor league guys up but they're not on the playoff roster unless you add them to your 25, but when you call them up to the 40 man roster, does that use a year of eligibility and/or start their clock?  Thanks...

Adding them to the 40 starts their option clock.  Adding them to the major league roster starts their accrual of ML service time.

You have to add them to your playoff roster.   Anyone on the 40 at expansion is eligible to be added even if you don't call them up during the regular season.  A day on the 40 man(which would be a requirement to add to your BL team) burns an option if he was a minor leaguer for even a day.   A call-up to the BL starts the arb/FA clock.
