By WifS weak standards, he has 13 games to get to .250.    So he has to go 7-6.   Then you report him.  WifS warns him.   If he doesn't do better, they remove him.

But, when an owner posts back to back 46 and 47 win seasons, I'd call it tanking before the season even started. 
If you want him to be competitve or just plain gone, here's what you have to do.

At least this guy's tanking is obvious. I've seen worse teams though.
